- **Phase 03 — Shovel-Ready Engineering** · custom-scoped · 90 days – 12 months · Full engagement with carrier engineering teams; routes engineered, validated, and committed to a contract-ready design.
- **Phase 04 — Implementation / Takeover** · custom-scoped · carrier-bound · Greenfield builds or rescues of mid-flight projects, owning the path from carrier engineering through final acceptance.

**Credit ladder:** 100% of fees paid at a lower phase apply as credit on the *same parcel* toward the next phase, if the upgrade occurs within 90 days. Credits are site-specific and do not pool across a portfolio.

## The problem we solve

Every modern data center is underwritten on tenants who require **verified path diversity well outside the data center itself** — out into the carrier networks where real outages originate. Two common gaps cause stranded-asset risk:

1. **Diversity theater.** Every Tier 1 carrier leases fiber from every other Tier 1 (IRUs, dark strands, wholesale capacity). Routes purchased from two or three "diverse" carriers can ride the same physical glass, manholes, conduits, bridge crossings, and lateral splices — invisibly. Carrier sales draws diversity. Carrier engineering builds reality.
2. **Sequence, not money.** The cost and difficulty of revising a route rises exponentially from site selection (low-cost) through design, permit, construction, and operate (effectively immovable). Scope changes after construction starts go to the back of the carrier's engineering queue.

NewBuild engages at site selection — the only window where the route can still be shaped — and stays through acceptance.
